Jammu and Kashmir Police on Feb 23 have rubbished the Central Reserve Police Force (CRPF) claim that it foiled a militant plan to target the rally of Congress president Sonia Gandhi in Bhaderwah Feb 22.
The police said they first heard about “suspicious” seizure from the media. But when the CRPF was asked about it, the force “showed ignorance till 4.30pm on February 22”.
Sources said the CRPF had launched a parallel inquiry after being pulled up by the state government. “Their top brass was summoned. They ordered a probe, headed by a DIG,” the officer said
Security sources said forces often made “claims” of foiling attacks during high-profile visits and many of them were later found to be false or exaggerated. The Doda SSP said the probe he was heading was aimed at “preventing such practices”.
In 2000, the army and the police had claimed they had killed five foreign militants responsible for the massacre of 35 Sikhs at Chattisinghpora. But an inquiry proved the five were innocent civilians.
Last year, the police blew the lid off an encounter racket in which civilians were killed by forces and passed off as militants for rewards.

"A court of inquiry has been carried out after the faked encounters had come to light and irregularities had been seen to have been committed," an army spokesman said on May 7, 2004, reacting to media reports. The alleged fraud was carried out between July and November 2003 in which some of the units took videos to show fake killings in an obvious move to claim awards and citations for imagined gallantry.
