A packed New Delhi courtroom sat in rapt silence this week as an irate Supreme Court judge denounced the elite Central Bureau of Investigation (CBI) as a "caged parrot" and "its master's voice". So it is being called ‘Congress Bureau of Investigation’. But in my opinion the same is happening with the allies of UPA also. Maya and Mulayam both has already become ‘caged parrot’ and both becomes ‘Its masters voice means Sonia Gandhi’s voice’. They are criticizing the policies and deeds of the UPA government but can’t dare to withdraw their outside support to the UPA. Both forget to fly.
The Supreme Court judge's statement gave, for the first time, an authoritative voice to opposition complaints that for years the Congress-led government had been using the investigating agency to cover up wrongdoing, keep fickle coalition allies in line and political opponents at bay.
The fraud of Government of CBI has come before the Supreme Court. But tragedy is that nobody will be in jail. Further Government UPA policy is “Be corrupt and get promotion”.
KEY ALLY RUNNING SCARED: has become caged patriot
Opposition parties accuse Prime Minister Manmohan Singh's Congress - which rules as part of a minority coalition - of dirty tricks to bully powerful but capricious regional parties to help keep it in power and support it on key parliamentary votes.
It is said that nominally the CBI is independent. But administrative control is with the Department of Personnel and Training, which falls under the prime minister's office. On operational matters, the agency has a number of masters, including the courts and the anti-graft Central Vigilance Commission.
"We have never, never misused our authority or position for the purpose of arm-twisting any of our alliances. The CBI has been functioning independently," Minister of State for Personnel V. Narayanasamy told the media recently.
Why is Mulayam ‘mulayam’ to give outside support to UPA?
A key ally of the government, Mulayam Singh Yadav, whose Samajwadi Party provides crucial support to the coalition in parliament, said in April he was at the mercy of the CBI, which is investigating him for allegedly amassing wealth disproportionate to his income.
"It's not easy to fight with the government. It has a thousand hands and can use the CBI and put one in jail," complained Yadav, whose party rules Uttar Pradesh, which has a population of 200 million. The CBI investigation into the source of Yadav's wealth, launched in 2007, is still ongoing.

Mulayam Yadav is not alone. The CBI is investigating similar allegations involving Mayawati, the leader of the Bahujan Samaj Party, another Uttar Pradesh party on whom the government relies heavily for support in parliament.
The main opposition, the Bharatiya Janata Party (BJP), has alleged that the government used the threat of the CBI investigation to force Mayawati to back a controversial proposal to open up the country's retail sector to foreign investors even though she is on record as being opposed to it.
Central Bureau of Investigation (CBI) has found a long list of disproportionate assets worth Rs 8.77 crore and Rs 7.36 crore of unaccounted money along with several crores of investment in the stock market of Bahujan Samaj Party BSP supremo, Mayawati.
Since the early 90s till 2003, Mayawati had only declared assets worth Rs 1.11 crore in her income tax returns. Now, documents available with CNN-IBN show that assets only in her own name are a whopping 300 per cent more than her declared income and the assets belonging to her relatives - which have now been linked to her - is 700 per cent more.
There is agricultural land worth Rs 1.9 crore in her name alone in Bulandshahar. CBI sources say that land records were doctored. The records show that Mayawati bought all these from her father.
Along with this, there is a long list of benami properties worth Rs 8.81 crore in Delhi, Uttar Pradesh and Uttaranchal - bought between 1995 and 2003 in the name of her father, mother, brother, sister-in-law and a host of other relatives.
Sources say that Mayawati is the de-facto beneficiary of all these properties as she had the power-of-attorney in her name.
There is Rs 2,27,94,533 - unaccounted for money - that has been stashed in account number 9195 of Union Bank of India's Motibagh branch in New Delhi.
Mayawati also has Rs 23,45,539 in account number 01190/526277 in the State Bank of India branch inside Parliament building.
In addition to this her relatives have 51 bank accounts in Uttar Pradesh and Delhi - all linked to her. These accounts together have Rs 4.84 crore stashed in them.
