Demand for immediate removal of the officers of State Administrative Service posted in other departments including Public Relations Department and posting of senior officers of other departments on the posts of State Administrative Service, Chhattisgarh Gazetted Officers Association’s President Shri Kamal Verma has accepted the demands of Public Relations Department Gazetted Officers Association. While supporting, immediately removing the junior officer of the State Administrative Service posted in the Public Relations Department from the post of Director, there has been a demand for the removal of the officers of the State Administrative Service posted in other departments. He has also demanded that senior officers of other departments should be posted on the posts of State Administrative Service on the basis of their level. Provincial President Shri Kamal Verma has written in a memorandum addressed to the Chief Secretary that State Administrative Officer on the post of Director in Directorate of Public Relations. All the public relations officers of the state are disappointed, annoyed and feeling humiliated by the posting of the service officer. Similarly, in various other departments including Women and Child Development Department, Health Department, Tribal Welfare Department, Urban Administration Department, Panchayat and Rural Development Department, officers of State Administrative Service are posted against the rules. The departmental officers posted in different departments come to the government service after passing the same civil service examination and are at par with the officers of the state administrative service. Departmental officers are expert officers of the plans of their department, but the officers of the State Administrative Service do not have sufficient knowledge and experience about departmental plans. Due to the posting of the officers of the State Administrative Service in different departments, it takes a long time to understand the departmental plans, which affects the government plans and activities. Not only this, a situation of contradiction and deadlock arises on various occasions, while departmental officers feel frustrated, annoyed and mentally tortured due to not getting the opportunity to work in high posts of the department even after long experience and qualifications. There is no provision for posting on various posts on deputation from the State Administrative Service in the departmental set-up of various departments of the State Government. Such posting is completely wrong and against the rules. This affects the promotion of departmental officers and due to prolonged promotion, the efficiency of the departmental officers is reduced and morale breaks down. The Chhattisgarh Gazetted Officers Association has demanded that an officer of the State Administrative Service should be appointed to the post of Director, Public Relations Department. At the place of appointment, one of the senior officers of the department should be posted as Director, Public Relations and in Chhattisgarh Samvad, the posts of Public Relations Department officers on deputation posts were taken in place of State Administrative Service and other cadre officers in the past. According to the decision of the Council of Ministers, only the officers of the Public Relations Department should be posted. Similarly, according to the approved setup, only officers of All India Services should be posted on the post of Head of Department in various departments. If an All India Service officer cannot be posted as the Head of the Department, then in such a situation, the senior most departmental officer must be given the charge of the Head of the Department. Departmental officers should be promoted. Demanding in the memorandum, it has also been written that by posting the officers of the State Administrative Service in different departments, it appears that the number of officers of the State Administrative Service has increased and there is a need to make adjustments to these officers in different departments. Efforts are being made. Therefore, the Chhattisgarh State Gazetted Officers Association demands that the cadre revision of the State Administrative Service should be done and the posts should be abolished if more numbers are found. The Chhattisgarh State Gazetted Officers Association has also demanded that like the officers of the State Administrative Service, the first class officers of other departments should also be posted on the posts of the State Administrative Service on deputation. Gazetted officers should be posted as Joint Secretary, Deputy Secretary, Under Secretary in the Administrative Department on the basis of seniority, in compliance with the instructions of the Government in Chhattisgarh Government, Mantralaya. Chhattisgarh Gazetted Officers Association has demanded that if the State Government Union Taking cognizance of the demands, does not take immediate action, then the Gazetted Officers Association will be bound to launch a fierce agitation at the state level in future.
