A meeting was held on September 6th in the meeting hall of the Zilla Panchayat Surajpur to review the progress and completion of departmental schemes. Under the Pradhan Mantri Awas Yojana-Gramin, a flagship government initiative, the Gram Panchayat Semrakhurd of Janpad Panchayat Pratapur was allocated a target of 131 houses for the financial year 2024-26. The Panchayat Secretary had not submitted the Aadhaar consent for the approval of houses for 22 beneficiaries under Awas Plus. Moreover, the progress of the 73 approved houses was also not satisfactory. It was evident that Sukhdev Prasad, the Panchayat Secretary, did not conduct timely inspections of the approved houses and other construction works in the Gram Panchayats, nor did he show any interest in completing the housing construction. Consequently, the Pradhan Mantri Awas Yojana Gramin was not making the expected progress. The Panchayat Secretary exhibited gross negligence, indifference, and indiscipline in his duties. His actions constitute misconduct under Rule 3 (1)(2)(3) of the Chhattisgarh Panchayat Service (Conduct) Rules, 1998, and Rules 3, 4, 5, and 6 of the Chhattisgarh Panchayat (Powers and Actions of Secretary) Rules, 1999.
Therefore, Sukhdev Prasad, the Panchayat Secretary of Gram Panchayat Semrakhurd, Janpad Panchayat Pratapur, is suspended with immediate effect under Rule 4 of the Chhattisgarh Panchayat Service (Discipline and Appeal) Rules, 1999, for the above-mentioned actions. During the suspension period, the headquarters will be the office of Janpad Panchayat Pratapur. He will be entitled to subsistence allowance as per rules during the suspension period.
