Recovery efforts recover only small fraction of fraud amount in J&K

The Ministry of Finance’s recent parliamentary response highlighted a stark gap between fraud losses and recoveries in Jammu and Kashmir. While 103 fraud cases were reported for the 2025-26 fiscal year, the total loss of 193.49 crore rupees contrasts sharply with the modest recovery of just 6.92 crore rupees.

In the two preceding years, recoveries were similarly low: 3.23 crore rupees were reclaimed from 467 cases in 2023-24, and 2.65 crore rupees from 298 cases in 2024-25. These figures suggest that the majority of illicit proceeds remain with the perpetrators.

The Reserve Bank of India’s dataset, which also encompasses Ladakh, shows eight fraud incidents in Ladakh for 2025-26 with no reported monetary loss or recovery. Earlier, Ladakh recorded 18 cases worth 0.07 crore rupees in 2023-24 and 13 cases worth 0.03 crore rupees in 2024-25, again with limited recovery.

Officials clarified that the numbers pertain solely to scheduled commercial banks. The RBI does not maintain a separate register of frozen or refunded funds related to these frauds, leaving victims without a clear trail of restitution.

Analysts warn that the widening gap between reported losses and actual recoveries could undermine confidence in the banking sector and call for stronger preventive and remedial mechanisms.
