The Patna district administration has taken swift action regarding the issuance of a residence certificate in the name of ‘Dog Babu’ in Masaurhi, Patna. An officer has been recommended for suspension, and another has been removed from service. The District Magistrate of Patna, Dr. Thyagarajan SM, has been ordered to investigate the entire matter.
Preliminary investigations revealed that an online application was made on July 15th, using an Aadhaar card belonging to a woman from Delhi. The residence certificate was issued without verifying the documents provided in the application.
The investigation found both the IT assistant and the revenue officer guilty. They were accused of making incorrect digital signatures and disregarding the rules. The individual whose identity was misused is also under investigation. Upon learning of the matter, the district administration immediately took action and ordered an investigation.
District Magistrate has recommended the suspension of Revenue Officer Murari Chauhan. The IT assistant has been removed from service. Additionally, an FIR has been filed against the unknown applicant and both officers under sections 316(2), 336(3), 338, and 340(2) of the Indian Penal Code.
The case is currently under police investigation. Strict action is being taken against the guilty parties. The ‘Dog Babu’ residence certificate has been canceled. The Bihar Administrative Reforms Mission Society has instructed all district officers to strictly adhere to the document verification process on the NIC’s Service Plus portal.
Plans are underway to utilize AI (Artificial Intelligence) on this portal soon to prevent any further irregularities. This case not only highlights the system’s weaknesses but also demonstrates the Bihar government’s commitment to closely monitoring digital fraud and ensuring that those responsible are not spared.
