Financial Toll of Bihar’s Recurring Floods: 2020‑2025 Expenditure

Research by PRS India records that Bihar spent over ₹1061 crore in 2020, ₹1121 crore in 2021, ₹98 crore in 2022 and ₹874 crore in 2023 on flood mitigation and relief. An additional ₹1117 crore was approved for 2024, with roughly ₹400 crore actually disbursed. The 2025‑26 state budget allocated ₹9,238 crore for irrigation and flood control, of which only about ₹560 crore had been spent by mid‑year. Cumulatively, the six‑year period from 2020 to 2025 saw Bihar invest nearly ₹4,788 crore in flood‑related projects.
