Digital Registration and Higher Circle Rates Drive Bihar's Property Market

Bihar is overhauling its property registration system to make land transactions faster and more transparent. Beginning 11 July, the Haziypur district office transitioned to a fully paperless, digital model, with nine additional offices joining by 18 July. The phased rollout under the Bihar Registration Rules 2026 will eventually cover all 10 designated registrars. Simultaneously, the state has boosted the minimum price (circle rate) for urban land by 100% and increased rural rates by up to 1.6 times. Stamp duty has risen from 7% to 8%, and buyers must also pay a 2% registration fee. These changes are expected to elevate registration amounts, widen the tax base, and reinforce the state's fiscal position while catering to a lively land‑buying sentiment among Biharis.
