New Appointments in Bihar Secretariat and District Administration Amid Transfer Wave
A massive administrative reshuffle has taken place in Bihar, with the General Administration Department authorising the transfer of 56 Bihar Administrative Service officers on 29 August 2026. The directive reshapes both district‑level leadership and secretariat‑level portfolios.
Key districts affected include Purnia, Saharsa, Rohtas, Munger, Saran, Gaya, Begusarai, Darbhanga, Gopalganj, Jehanabad, Kaimur and Khagaria. In Purnia, Rajiv Kumar ascends to Deputy Development Commissioner (DDC) and Co‑Chief Executive Officer of the District Council, while Shankar Sharan Omi is designated the Settlement Officer.
Saharsa witnesses a trio of reassignments: Santan Kumar Singh becomes Additional Superintendent of Police and Assistant District Lok Complaint Officer; Nikhil Kumar is appointed Senior Assistant Superintendent of Police; and Ajay Kumar assumes the Settlement Officer post for Saharsa, retaining additional duties for the Settlement Office in Khagaria.
The Gopalganj district appoints Ritu Rani as Senior Assistant Superintendent, and Santosh Kumar takes charge as Sub‑Divisional Officer for Hathua and Gopalganj. In Samastipur’s Rosda block, Pooja Kumari steps into the Sub‑Divisional Officer role, whereas former SDO Sandeep Kumar moves to Patna as Under‑Secretary of the Bihar Administrative Reform Mission Society.
Under‑Secretary positions are created in several departments: Rakesh Kumar (Road Construction), Manish Kumar (General Administration) and Anil Kumar (Youth, Employment & Skill Development). Anil Kumar simultaneously receives the Special Officer designation for Dairy, Fisheries and Animal Resources.

The General Administration Department emphasizes that officers not moved in this order must continue to contribute within the department, while those transferred must report to their new stations without claiming travel allowances.
