The digital local‑pass scheme is limited to residents living within a 20‑kilometre radius of the Kesla plaza. Eligibility is confirmed through DigiLocker, government vehicle registries and the FASTag database. Upon applicant consent, the system cross‑checks the registered address, vehicle registration number and FASTag ID.

A GIS‑based algorithm then verifies that the address falls inside the 20‑km boundary. This automated verification reduces manual scrutiny, cuts processing time, and enhances the accuracy of the selection process, ensuring that only genuinely eligible users receive the pass.
