This is because the Health Department has launched Hem 2.0 portal for internal arrangements of hospitals for treatment through Ayushman card. But its situation is exactly the same in which ‘wedding invitations have been distributed, but the bride is yet to be found’. This is because the Health Department launched the portal but did not generate the IDs of those officials of the Health Department who have to solve the problems of the hospitals. This is the reason why private hospital managements are making rounds of health department officials.
What problems are patients facing during treatment with Ayushman?
If you fall in APL category and you have Ayushman of Rs 50 thousand and if the patient has a heart attack and needs angioplasty, then at present he is not able to get his treatment through Ayushman. Because when he reaches the hospital, his card is not being blocked in the hospital because the package of angioplasty is more than Rs 50. Earlier the arrangement was that it was blocked and the patient would pay the remaining amount in cash in the hospital, now he has to pay the entire amount for angioplasty. However, in those diseases in which the patient has time for operation, he can apply for special assistance from the Chief Minister, but the treatment will be done only after its approval and the patient cannot get treatment in emergency.
Apart from this, earlier the patient had 72 hours to submit his Ayushman card to the hospital, which has now been reduced to 48 hours.
Whereas once the patient is admitted to the hospital and the hospital needs extension approval, earlier this approval used to come in 6 hours, but now this approval is coming in 24 to 48 hours. Understand it like this, the patient was admitted to ICU in critical condition and after initial examination, the doctor felt that the patient needed 3 days of ICU care and he blocked the package accordingly. But after three days, if he needs more admission, he will need extension approval and earlier this permission used to come in 6 hours, but now it is coming in 24 to 48 hours.
Earlier the patient could download the e-copy of Ayushman card from his mobile, but now this card will be made only from the authorized center or hospital.
What problems are hospitals facing?
Now hospitals will have to treat the patient only once in one registration. If the patient needs treatment in another department, the hospital will have to first show discharge and then re-registration later. For example, if a patient is admitted to the hospital after a serious problem of malaria and during the treatment, the patient stops urinating and needs dialysis, then the doctors will have to discharge him first and do dialysis again. Registration and approval will be required for this and if the doctor treats the patient without approval and is later rejected, the hospital will suffer a loss and if the treatment is done without approval, the hospital will have to pay the patient even if he has the card. Will have to do.
What are the problems in Hem 2.0 for doctors?
Now in this portal a doctor can register for treatment with Ayushman in the same hospital. Although the doctors who have old registration are not facing any problem, but the doctors who have to join new hospitals are facing these problems. Apart from this, hospitals are also facing problems in adding a new doctor to their hospital list. However, it may not be clear whether this is happening as per the new rules or there is a problem with the portal. According to the old rules, a doctor could give his name for treatment under Ayushman in 3 hospitals, however, there is no compulsion for this for super specialties, because their number is very less in the state.
At the same time, those hospitals are also facing problems which have NABH certificate and they have to upgrade it in the new portal, because for this they get additional amount as per the rules. Apart from this, now new hospitals will need as many anesthetists as there are OTs for registration in this portal. Although some doctors say that some restrictions of the government are good for the patients, but some hospitals say that what about the doctors who are honestly trying to reach as many hospitals as possible and provide treatment?
A source said that the situation in the state is such that now a new scam has started in this game. In which MBBS doctors have now started demanding Rs 10 to 15 thousand after giving their names and MD or MS doctors are demanding Rs 50-60 thousand per month.
