Raipur, September 11, 2026/ The state government has taken a significant initiative to accelerate development activities and make land use related processes simpler, clearer, and more practical in Chhattisgarh. The Housing and Environment Department has prepared a proposal to amend the Chhattisgarh Land Development Rules, 1984. The proposed amendment provides for the adoption of a Negative List-based system for various land use categories. This initiative is in line with the central government's broader reforms of deregulation and reducing compliance burden.

Chief Minister Mr. Vishnu Deo Sai said that the state government is continuously striving to simplify rules and procedures for citizens, entrepreneurs, and investors and to create a conducive environment for development. The proposed amendment in land use rules is an important step in this direction. It will facilitate the advancement of development activities in line with changing needs and will accelerate investment, employment, and infrastructure development in the state.

Housing and Environment Minister Mr. OP Chaudhary said that the government's aim is not to abolish regulation, but to make it clearer, simpler, more flexible, and result-oriented. Through the Negative List-based system, prohibited activities will be clearly defined, while unnecessary regulatory hurdles for other activities will be reduced. This will make the land use system more practical in line with changing economic and social needs.

Minister Mr. Chaudhary said that Chhattisgarh is continuously making policy reforms in line with Prime Minister Mr. Narendra Modi's 'Viksit Bharat @ 2047' vision and the Government of India's reforms related to deregulation and ease of living. In the last two years, the Housing and Environment Department has made several improvements to accelerate rural and urban development. In this series, the proposed change in Chhattisgarh Land Development Rules will give new momentum to the residential, commercial, and industrial development of the state.

He further said that this reform will make the various land uses defined in the Master Plan more flexible, practical, and timely. This will also benefit the common citizens and pave the way for reducing difficulties in land use related processes. The objective of the new system is to balance development potential with planned development and necessary restrictions.

Clear list of prohibited activities, broader opportunities for other activities

According to the proposed amendment, only defined prohibited activities will be restricted in various land use categories. Activities not included in the Negative List of the respective land use category will be considered permissible. This will provide broader opportunities not only for current but also for new activities that may develop in the future.

The proposal has defined separate lists of prohibited activities for residential, commercial, industrial, public and semi-public, transport, recreational, and agricultural land use. This will develop a clear regulatory system in line with the nature of each area, environmental sensitivity, and development needs.

Priority to safety and environment in residential areas

Under residential land use, it is proposed to prohibit activities such as polluting industries, large storage, junkyards, infectious disease hospitals, jails, large transport terminals, wholesale trade, oil depots, storage of petroleum and inflammable substances, gas godowns, animal husbandry and fisheries, dairy and poultry farming, cremation/cemeteries, and mining. This will help maintain the safety, environmental quality, and better living conditions of residential areas.

Clear planning for commercial and industrial areas

Commercial land use includes a provision to prohibit activities such as orange, red, and blue category industries, storage of hazardous and toxic chemicals and explosives, along with animal husbandry, fisheries, dairy and poultry farming, cremation/cemeteries, and mining activities.

Industrial land use proposes to restrict activities such as fully residential townships, hostels and dormitories except for permitted employee housing, schools, infectious disease hospitals, jails, large transport terminals, wholesale trade, oil depots, storage of petroleum and inflammable substances, gas godowns, and activities that are environmentally sensitive and incompatible.

Clear system for agricultural, public, and transport areas as well

Agricultural land use proposes to prohibit activities such as large commercial complexes, hazardous commercial uses, industries of various categories, high-density housing schemes, and large malls, except for residential layouts, affordable public housing, and integrated townships.

Similarly, incompatible, polluting, hazardous, and excessively heavy activities have been clearly prohibited for public and semi-public, transport, and recreational land uses. This will establish a better balance between the defined land use and the development needs of the concerned area.

Planning according to the new economy and changing needs

With the rapidly changing economy, the nature of new services, institutions, businesses, and technological activities is also constantly evolving. In such a scenario, regulating based on clearly defined prohibited activities, rather than a long list of pre-determined activities, will provide better opportunities for new and emerging activities.

The proposed system is expected to reduce unnecessary compliance burden and accelerate development projects. It will also create a clearer and more predictable regulatory environment for investors. This will promote planned development in the cities and towns of the state and facilitate meeting the changing needs related to housing, trade, services, and infrastructure.

Suggestions sought from citizens and stakeholders

Objections and suggestions have been invited from citizens and stakeholders on the proposed amendment. Objections and suggestions received within 15 days from the date of publication in the Gazette will be considered by the government. Thereafter, the proposed amendment to the rules will be finalized through the prescribed procedure.

This proposed change in land use rules is a significant reform towards simpler regulation, reduced compliance burden, clear planning, and creating a conducive environment for development in Chhattisgarh. It will help make the planning system more flexible and future-ready in line with the state's changing development needs.
