A significant development has emerged in the real estate and urban development landscape of Muzaffarnagar, Uttar Pradesh. Numax City, a sprawling 100-acre township project spearheaded by renowned real estate entrepreneur Sunil Goyal, received official approval from the Real Estate Regulatory Authority (RERA) on August 14, 2025. This follows the green light from the Muzaffarnagar Development Authority (MDA), marking a crucial step for the project. The ambitious undertaking, valued at approximately 3,000 crore rupees, has already commenced construction, with significant progress observed across various segments.
The RERA approval signifies a fully legal and transparent project, enhancing buyer security and clarifying the company’s responsibilities. This bolsters investor confidence, given Numax Developers’ reputation for timely delivery and high-quality work.
Sunil Goyal, Managing Director of Numax and co-founder of Omaxe, has previously spearheaded successful large-scale projects, including the 85-acre Omaxe NRI City (2003) in Greater Noida and the 700+ acre township in New Chandigarh (2015-16).
He emphasized Muzaffarnagar’s potential, highlighting its economic diversity, cultural heritage, and improving connectivity. Goyal envisions Numax City as a self-reliant, modern living space for its residents.
Muzaffarnagar was chosen for its burgeoning industrial sectors, particularly in paper and steel manufacturing, its blend of cultures and religious harmony, and its excellent road and rail connectivity to Delhi-NCR and other major cities. These factors have led to the city’s recognition as a potential real estate hotspot in North India.
Numax City’s comprehensive plan encompasses group housing, individual floors, luxury villas, and plots for custom-built homes. It features business amenities like SCO (Shop-cum-Office) plots and high-street retail spaces. The township integrates essential lifestyle facilities, including a modern shopping mall, a premium hotel, high-tech schools, a multi-specialty hospital, all centered around the ‘walk-to-work, walk-to-life’ concept, a hallmark of Goyal’s previous projects.
Numax’s debt-free status, a rarity in the industry, coupled with Sunil Goyal’s three decades of experience in project execution and financial management, underscores the project’s financial strength. The 3,000 crore project is expected to generate substantial business and employment opportunities.
Experts view this project as timely, given Muzaffarnagar’s rising population, industrial growth, and improving infrastructure. The RERA approval ensures legal protection, financial stability, and operational readiness for the project’s success.
NUMAX Group is strategically expanding its footprint across India. The group is developing a 170-acre township in Gwalior, featuring modern residences, business spaces, and lifestyle amenities. Additionally, the group plans to acquire approximately 800 acres of land across Gwalior, Raebareli, and Sohna to launch various townships and real estate projects.
The company is focused on emerging cities in North India with growing businesses, improved connectivity, and significant urban development potential. This expansion is poised to establish NUMAX as a prominent player in the Indian real estate market, boosting local economies and generating thousands of jobs.
Sunil Goyal, the Managing Director of NUMAX Group, an expert with over 35 years of real estate experience and co-founder of the Omaxe Group, commented on the company’s plans and vision, stating that NUMAX aims to create world-class townships in India’s emerging cities, fostering self-reliant communities.
The new 170-acre township in Gwalior and plans to acquire 800 acres of land in Gwalior, Raebareli, and Sohna are steps in this direction. The vision is for these projects to offer modern lifestyles and strengthen local economies, ultimately improving the lives of countless individuals. The firm plans to maintain a debt-free model and complete projects on schedule to maintain investor and resident trust.
With initial work underway, the launch of several segments is planned within the next 24-36 months. Upon completion, Numax City is expected to transform Muzaffarnagar, moving it beyond its agricultural and industrial image and establishing it as a modern residential hub.
