Bangladesh's Cricket Board Lacked Strategic Leadership, Committee Finds

The investigative panel highlighted a critical weakness within the Bangladesh Cricket Board (BCB) during the period leading up to the 2026 T20 World Cup. It noted that the board did not possess an independent strategic leadership unit, nor did it have the capacity to manage a crisis of this magnitude.

The report states that the BCB was unable to formulate a long‑term plan for international engagements, leaving the organization vulnerable to external pressures. This deficiency, combined with the refusal to play matches in India, prompted the International Cricket Council (ICC) to replace Bangladesh with Scotland.

Former BCB officials, including ex‑captain Habibul Bashar and barrister Faisal Dastgir, were part of the three‑member committee chaired by Dr. AKM Oli Ullah of the Youth and Sports Ministry. Their testimony reinforced the view that the board’s structural gaps directly contributed to the nation’s exclusion from the tournament.
