New decisions taken in the last three years under the leadership of Chief Minister Bhupesh Baghel to keep the economy of Chhattisgarh moving have given a new boom to the real estate business. While the poor and middle classes have got a lot of convenience in making their homes in the state, many new provisions have been made by the state government to promote the real estate business. Online registration facility, approval of real estate project is being given within the stipulated time period. On the initiative of Chief Minister Bhupesh Baghel, the state government removed the ban on the sale and purchase of small plots up to 5 decimals. The guideline rates of properties were reduced by 30 percent. The process of land conversion and diversion has now been made easier than before. Chhattisgarh government has provided one percent exemption in registration fee to women. The process of granting permission and no-objection certificates has been made easy through a single window system for registration of documents. With the decisions of the Chhattisgarh government, now the common man and the weaker sections are also buying and selling small and medium plots in the state. Modernization and new facilities have been mobilized in the registration offices of the state. The facility of online registration e-stamping has been given in these offices. Similarly, the software has been amended to make the registration of land and houses faster. Swipe machine along with online payment facility has been made available in most of the registration offices for payment of registration fee. Revenue courts are also being modernized. Along with registration of online cases in courts, digitization of land and building related documents is being done. Since January 1, 2019, the documents of purchase and sale of more than two lakh 75 thousand small plots have been registered in the Registration Department. Earned revenue of 1589.42 crores in the year 2020-21. In the financial year 2021-22 till the month of October, revenue of more than Rs 902.79 crore has been earned. After taking a decision in the public interest by the state government, the reduction of 30 percent in the rates of guidelines for determining the market value of documents from July 25, 2019, has been kept the same for the year 2020-21 and for the year 2021-22 as well. The reduction in the market value of the property as well as the relief in the purchase and sale of property has made it easier for the middle class to buy land and houses. Similarly, from August, 2019, the concession of 2 percent in the rate of registration fee has been extended for the years 2020-21 and 2021-22 on the sale deeds of houses and buildings up to 75 lakhs. In view of the safety of infection from Kovid-19, online appointment slot booking has been made mandatory for registration. The parties receiving the appointment are present for the registration work within the stipulated time. Under this arrangement, the facility of registration has also been provided during the COVID-19 pandemic.
