As per the instructions of Chief Minister Bhupesh Baghel, instructions have been given to all the collectors to immediately cover the unused and open borewells in the state from the point of view of security. Additional Chief Secretary to the Chief Minister, Shri Subrata Sahu issued a letter to all the collectors giving detailed directions for taking protective measures in relation to the prevention of accidents due to unusable borewell, gravel pack borewell, common borewell, new tube well mining, ring well and open well. Instructions have been given. The Additional Chief Secretary to the Chief Minister has said that the unused borewells should not be left open under any circumstances. In case of failure of borewell, the surface should be leveled and solidified as before by filling the borehole or pit with soil sand stone immediately. He has also asked all the collectors to strictly follow the order passed by the Supreme Court regarding writ petition number 09 in the year 2009 to prevent accidents due to unserviceable borewells. The Additional Chief Secretary to the Chief Minister, in his letter on June 10, 2022, in village Pihrid of Malkharoda development block in Janjgir-Champa district, has also written about the incident of a boy falling into a borewell, saying that such an incident should not be repeated in future. Any bore which is in use, has become unusable, has been declared unusable, including the casing or the casing has been removed, for any purpose, whether government bore or private or any body body , which is used for drinking water, irrigation, commercial or industry, should never be in the open. The Additional Chief Secretary to the Chief Minister has said that generally during tube-well mining, due to the receipt of buoyant strata, due to high sub-soil water pressure, due to receipt of boulders, falling or breaking of tools or other reasons, tube-well mining is not possible. As a result, the pit is left as it is. Many times during tube well mining, even after inserting the casing due to various reasons, the tube well mining work is not completed and the casing pipe is removed. In both the above situation, the borehole created due to incomplete work causes accident. Therefore, in such a situation, after filling the pit with soil, sand, stone or other suitable material, it should be ensured that the surface is done as before, this action should be done compulsorily before the machine is removed from the work site. According to this, only if more than 25 meters of collapsible strata is received, a gravel pack tube well is considered valid. Many times, during the mining of gravel pack tubewell, due to the receipt of collapsible strata less than 25 meters, the work of tube well mining at that site is postponed and work is started at another place. The boreholes formed as a result of this process are more prone to accidents due to their comparatively larger diameter. Therefore, before removing the machine from the site, it should be ensured that the surface is leveled and solidified as before by filling it with soil, sand, stone or other suitable material. There is not enough water inflow capacity. Such tube wells are called M.S. It is necessary to make camps and concrete blocks and keep them safe, but many times concrete blocks are not made in such tube wells and only M.S. Camp is set up. Later on M.S. If the camp is damaged, the possibility of accidents increases. The Additional Chief Secretary to the Chief Minister has asked to make cement/concrete blocks compulsorily on all dry tube wells and secure the site. He has said that it is often seen that after the mining of new tube wells, before the installation of hand pumps, power pumps, the possibility of accidents remains due to leaving the borewell open without capping or without taking protective measures. Immediately after the mining of new tube well, all necessary protective measures should be ensured before installation of hand pump / power pump. In many areas of the state where the ground water level is good, ringwell or openwell mining is done by the people for irrigation and micro irrigation in the fields and fields, but not much attention is paid to the permanent measures of adequate protection and the surface is left open. Immediately after the incomplete or complete mining of Ringwell or Openwell, Jagat, Parapit Wall installation is done by the Additional Chief Secretary to the Chief Minister by directing all concerned (owner of Ringwell/Openwell) To ensure necessary protective measures. The Additional Chief Secretary to the Chief Minister, strictly following the instructions issued by the Hon’ble Supreme Court in this regard, constituted a team of technical officers in the district to all the collectors, hand pumps or power from tube wells when hand pumps or power pumps become unusable due to various reasons. After removing the contents of the pump, instructions have been given to secure the tube well by making a concrete block. He took action in this regard to send district panchayat wise and case wise information to the Chief Engineer, Public Health Engineering Department, Indravati Bhawan, 3rd Floor, Nava Raipur, Atal Nagar by 30th June on Email Id-cg_encphedcg@nic.in. instructions have been given. Collectors have been instructed to strictly follow the above instructions and regularly inspect and review new works of new borewell, gravel pack tube well, common tube well and ring well or borewell.
