C2S and DLI Schemes Propel Indian Semiconductor Talent to New Heights

New Delhi, September 22 – The strategic rollout of the Chips to Startup (C2S) and Design Linked Incentive (DLI) programmes through the ChipIn Center has succeeded in onboarding more than 100,000 engineers across a broad spectrum of 500+ organisations, including roughly 400 colleges and 100 technology startups.

Beneficiaries now have privileged access to premium chip‑design tooling, end‑to‑end fabrication services and focused skill‑development workshops designed to sharpen India’s chip‑design proficiency and cultivate a future‑ready talent pool.

According to the Ministry of Information Technology, the collective output from these academic and startup partners already amounts to over 300 distinct chip designs, dispatched to fabrication facilities both domestically and internationally. Usage metrics reveal that the design environments have logged in excess of 40 million operational hours.

Government representatives point out that the ChipIn Center’s user community has become one of the largest centralized chip‑design cohorts worldwide, a testament to the accelerating momentum of India’s semiconductor ecosystem.

The C2S programme zeroes in on nurturing design expertise among students, researchers, universities and emerging startups, with the ambition of producing a substantial cadre of proficient chip designers and reinforcing the nation’s electronic system design capabilities.

Parallelly, the DLI framework extends monetary incentives to home‑grown chip‑design initiatives spanning video surveillance, drone detection, smart energy metering, microprocessor development, satellite communications, broadband solutions and IoT system‑on‑chip (SoC) platforms.

Within the broader Semicon India framework, twelve semiconductor projects across six states have received clearance, backed by investment commitments exceeding ₹1.64 lakh crore, while three of the approved units have already embarked on commercial production.

The Semicon India 2026 vision illustrates that India is progressing from mere policy articulation to building tangible competencies in chip design, fabrication, packaging and related technologies.

The statement underlines that a full‑scale semiconductor industry demands more than just wafer manufacturing; it calls for an integrated ecosystem of designers, fabs, packaging and test facilities, equipment and material providers, research establishments, startups, system houses and a competent workforce.

By aligning all these pillars on a unified platform, Semicon India 2026 confirms that India’s semiconductor value chain is maturing, linking indigenous innovation with global market prospects.
