DoT Orders SIM Binding for Messaging Platforms by Dec 2026

New Delhi: The Department of Telecommunications has directed messaging platforms to comply with fresh SIM-binding rules by December 31, 2026, a step that could reshape how users access apps such as WhatsApp and Telegram in India. The rules may come into force from January 1, 2027.

The objective of the directive is to stop cyber fraud and misuse of Indian mobile numbers. Authorities have pointed to a growing number of scams, phishing networks and digital arrest cases in which criminals exploit messaging accounts.

The framework requires any messaging platform that registers users with Indian mobile numbers to confirm that the linked number belongs to an active SIM or eSIM available in the same device.

Practically, this would prevent users from creating an account, removing the SIM and continuing to use the account over a long period. If the registered SIM is taken out, changed or stops working, the platform may restrict or suspend services until the number is verified again through an active SIM or eSIM.

According to the DoT, fraud gangs have been buying SIM cards linked to Indian numbers, setting up messaging accounts and operating them from outside the country. The department believes a stronger bond between active SIMs and accounts will help block such cross-border misuse.

Messaging services that depend on mobile numbers for identity and registration, including WhatsApp and Telegram, are expected to fall under the rules. Snapchat is reportedly not expected to be covered, while the situation for Signal has not been clarified.

The available information does not show that WhatsApp will stop supporting any specific iPhone or Android device from January 1, 2027. The proposed measure focuses only on SIM verification and account authentication rather than on device brand or operating system.

The changes could affect users who keep their registered SIM in a different phone, remove it after setting up an account, depend mainly on Wi-Fi with limited mobile data, use dual-SIM handsets, or leave the account's number inactive.

The proposal applies to both physical SIM cards and eSIMs. If the number linked to an account is active as an eSIM on the device, users are not expected to face any additional issues.
