India’s Digital Payments Landscape Strengthened by Fee‑Free UPI Policy

The latest Merchant Discount Rate (MDR) guidelines, unveiled by PhonePe’s chief Samir Nigam, reaffirm that UPI users will not face any transaction fees. This move is positioned as a cornerstone for a financially sustainable digital payments ecosystem in India.

Key points of the new framework include: - Exemption for merchants with annual sales under ₹1 lakh. - No MDR on 96 % of transactions that are below ₹2,000, regardless of merchant size. - A modest 0.4 % MDR on merchant‑initiated payments exceeding ₹2,000, charged to the merchant.

The collected MDR revenue is slated to support banks and fintech firms that have invested heavily in UPI’s infrastructure. Industry estimates indicate an annual spend of ₹10,000‑₹12,000 crore on maintaining the network, covering technology, KYC, cyber‑security, fraud control, charge‑back handling and capital investment.

By feeding MDR proceeds back into the system, the sector aims to keep UPI free for consumers while ensuring the platform’s long‑term viability. The user base, which stood at roughly 20 crore in 2020, has now swelled to an estimated 50‑55 crore, underscoring the rapid adoption of digital payments across the country.
