Ministries Mandated to Identify ‘Ease of Living’ and ‘Ease of Doing Business’ Reforms

New Delhi, July 28 – The central administration has sent a clear instruction to every ministry and department: locate reforms that will simplify everyday life for the public and create a smoother environment for enterprises. To monitor the implementation of these reforms, a dedicated online system has been commissioned on the PMREF portal.

The newly introduced "Reform" module, which started functioning on Tuesday, will serve as a unified repository where ministries upload comprehensive details of policy adjustments, administrative measures and governance‑related initiatives within their respective jurisdictions.

Per the government’s guidelines, reforms should aim at streamlining processes, elevating the standard of public services, and making the business climate more attractive. The source of these reforms may be the recommendations of the High‑Level Committee, suggestions from the informal inter‑ministerial group (IGOM), or self‑generated proposals by the ministries themselves.

All ministries must now record every reform‑related activity on the PMREF portal and keep the data up‑to‑date. A fresh reporting protocol requires each ministry to upload its weekly progress report no later than 12 p.m. on Fridays.

The overarching goal is to give the reform process a systematic, institutional framework that enables constant monitoring, review and coordination across ministries. This is expected to enhance inter‑ministerial synergy and speed up the rollout of reform measures.

The PMREF portal – Prime Minister Reference/Reforms – is a secure digital‑governance platform used by the Prime Minister’s Office, central ministries and various government bodies. It links policy reform tracking with monitoring of key infrastructure projects, ensuring that senior officials’ directives and decisions are closely overseen.
