Royal Decree Declares Ceuta National Security Emergency Until Year-End

On the same Wednesday, the official state bulletin published a royal decree that classifies the situation in Ceuta as a "national security emergency" through 31 December 2026. The decree authorises the creation of an integrated command structure headed by Minister Ángel Víctor Torres.

The decree also empowers the command to act in conjunction with the National Intelligence Center (CNI) and the Interior Ministry, especially concerning alerts issued by intelligence services. Minister Fernando Grande-Marlaska has affirmed his support for the command’s actions, emphasizing the need for swift and coordinated responses.

The legal instrument signals the government's intent to maintain heightened security and administrative control over the enclave until the crisis stabilises.
