Shan Yixin Highlights Innovation‑Driven HR Strategy at APEC Gathering

Beijing, September 22 – The eighth APEC Ministerial Meeting on Human Resource Development convened in Nanchang on September 21. State Council member Shan Yixin opened the event with remarks that echoed President Xi Jinping’s belief that human resources are the most active catalyst for innovation.

According to Shan, China’s development model, guided by President Xi, prioritises a people‑focused approach that seeks to build a modern talent system marked by high quality, abundant supply, optimized structure, and efficient allocation. This blueprint is designed to chart a distinctly Chinese route for human resource advancement that fuels both economic expansion and improvements in citizens’ standards of living.

Addressing the broader Asia‑Pacific landscape, Shan noted the region’s bright prospects for human resource development but warned of challenges arising from the technological revolution and demographic changes. He called for collaborative efforts to enhance policy coordination, promote open and mutually beneficial cooperation, and jointly advance quality employment, vocational training, and the protection of workers’ rights.
