The United States is planning significant changes to its immigration system, specifically concerning the H-1B visa program and green cards. This was indicated by Secretary of Commerce Howard Lutnick. The Trump administration is reportedly preparing to introduce a “gold card” initiative. This program would grant US residency to foreign investors who contribute USD 5 million. Lutnick stated his involvement in the H-1B visa program modifications and the green card system. He mentioned that the gold card is forthcoming, designed to attract top talent to the country. Lutnick estimates substantial interest in the program, suggesting around 250,000 potential applicants and the possibility of generating USD 1.25 trillion in revenue. In January 2025, Trump reiterated his support for the H-1B visa program, which permits US employers to hire foreign workers for specialized occupations, emphasizing the need for “competent” and “great” individuals. Addressing the media at the White House, Trump highlighted the importance of attracting skilled individuals and the role of the H-1B visa program in boosting the economy by supporting various industries. He stressed the need for quality people, believing it will facilitate business expansion. During Trump’s first term, the administration had previously implemented restrictions on H-1B visas, citing concerns about ‘abuse’ and economic strain. In 2016, Trump criticized the program for potentially displacing American workers with lower-paid foreign employees.
