Chief Secretary Shri Amitabh Jain today reviewed the preparations for procurement of paddy starting from November 1, 2022, with all the Divisional Commissioners, District Collectors by holding a meeting through video conferencing from the building. He has given instructions to complete all the preparations for the purchase of paddy from the collectors within the stipulated time limit. The Chief Secretary has laid special emphasis on the purification of Girdawari of crops. He has given instructions to the collectors to get the girdavari verified in the gram sabha. The Chief Secretary told the collectors that it should be ensured that under no circumstances the registration of government land should be done in paddy area. Linking bank accounts of registered farmers should be checked and linked bank accounts of such farmers who have been transferred, partitioned this year, especially after checking their bank accounts. Instructions have also been given to make proper arrangements for depositing the fortified rice procured by the millers in FCI. In relation to inter-district custom milling, the Chief Secretary has been asked to transport paddy for paddy milling expeditiously in the district which has more number of millers and has asked to prepare an action plan in advance. In the meeting, the Chief Secretary has instructed all the District Collectors to make all necessary arrangements for human resources, electricity, water, cap cover, platform, token, weighing machine, gunny etc. at the paddy procurement centers at the earliest. Shri Jain has asked the Secretary of the Food Department to take a meeting at the divisional level to review the preparations of all the districts before the process of procurement of paddy begins and give necessary directions and make arrangements for the purchase of paddy in a systematic manner. The Chief Secretary has said that in the Girdawari of the farmers registered for the sale of paddy, correct information should be marked on all the points including the area of paddy. He has given instructions to specially mark the information of farmers taking other crops in place of paddy this year as compared to previous years. Similarly, registration of farmers for paddy procurement, reconciliation of bank accounts, necessary preparation at committee level, status of contract with the transporter, custom milling, identification of sensitive procurement centers and staff, inter-district custom milling and co-ordination of paddy collection. asked to take necessary action. The Chief Secretary has also directed to conduct training of all the employees engaged in paddy procurement work at the committee level in due course. After the start of paddy procurement, physical verification of the quantity and gunny bags purchased at the end of the week has been asked. Instructions have been given to set up a control room with all the information related to paddy procurement at the district level and said that the control room should be continuously functional.
