Under the leadership of Chief Minister Mr. Baghel, the Government of Chhattisgarh has succeeded in forging new Chhattisgarh, fulfilling the motto of ‘Government of the people, for the people, by the people’. Considering the heart of the toiling farmers, laborers and the poor, due to many policy decisions of public concern, today all sections including farmers, poor, laborers are happy. As a result of the farmer-friendly decisions of the state government, a new record has been created by purchasing a record 98 lakh metric tonnes of paddy from about 21.77 lakh farmers, despite the difficult challenges in the present environment. The government of Chhattisgarh has decided to make agriculture profitable in view of the weather and climate as well as the dependence of more than 80 percent people on agriculture. As soon as the government came in, 18 lakh 82 thousand farmers waived off short-term agricultural loans of about Rs 10 thousand crore, while the waiver of irrigation tax of Rs 244.18 crore has also played an important role in farming and farmers’ days. In the last three years, work has been done to put more than 90 thousand crore rupees in the pockets of farmers, laborers and poor through various means. The result of this in the state was that despite the severe economic slowdown in the country, there was no effect here. There has been a boom in all the sectors in the state whether it is automobile market, textile market, gold and silver business or agricultural machinery market. This is the reason that NITI Aayog also appreciated the work and policies of the Chhattisgarh government. In Chhattisgarh, the decision to give input subsidy under Rajiv Gandhi Kisan Nyay Yojana along with loan from cooperative society to farmers at zero percent interest and purchase of paddy on support price proved revolutionary. Along with agriculture, festivals related to agriculture are also being given due importance in the state. The state government has increased its importance by declaring a holiday on Hareli, the biggest folk festival related to agricultural culture. With the increasing importance of agriculture, a steady increase in the number of farmers has been registered in the state. This is the reason that year after year, a new record is being made for the purchase of paddy in the support price in the state. Ensuring the availability of free and subsidized electricity for irrigation to the farmers in the state has given a boost to farming. One lakh grant is being given per pump for the energization of agricultural pumps. There are more than 5 lakh 81 thousand electrified agriculture pumps in the state. About 60 thousand permanent agricultural pumps have been energized in the last three years. For the purpose of providing financial relief to the farmers by the state government, under the Krishak Jeevan Jyoti Yojana, 6000 units per year in the electricity bill of agricultural pumps up to 3 hp and 7500 units per year in the electricity bill of 3 to 5 hp agricultural pumps. Discount is being given. Apart from this exemption, farmers have also been given the option of getting electricity at flat rate rate. There is no limit on the consumption of electricity for the farmers belonging to Scheduled Castes and Scheduled Tribes. At present, 5 lakh 81 thousand farmer beneficiaries are getting benefited under this scheme. It is also worth mentioning here that as a result of the sensitive thinking of Chief Minister Bhupesh Baghel towards the farmers, the land acquired earlier from the farmers for the steel plant in Lohandiguda area of Bastar district was returned to him. The farmers have been made the owners of the land by re-assigning their land to them. Farmers are now worried about doing farming in their land. About 5 thousand acres of land of more than 1700 farmers was acquired for Tata Steel Plant in Lohandiguda area. As a result, the area of paddy registered in the state in the year 2018-19, which was 25.60 lakh hectare, has increased to 30.11 lakh hectare today. In these three years, the number of registered farmers has increased from 16.92 lakhs to 24.06 lakhs. The increase in paddy acreage in the state by 5 lakh hectares and the number of registered farmers by more than 7 lakhs, is a pleasant feeling of the day of cultivation. In the Kharif Marketing Year 2018-19 80.30 Lakh Metric Tonnes, 83.94 Lakh Metric Tonnes in the Year 2019-20, 92.06 Lakh Metric Tonnes in 2020-21 and a record 98 Lakh Metric Tonnes of Paddy were procured in the year 2021-22. Due to these policy decisions of the government, such farmers who had left farming, are now returning to farming. The financial condition of the farmers has also improved a lot. The farmers of the state are now doing agriculture in a better way. Not only has the state government made sure arrangements for procurement from the farmers, but arrangements have also been made for their immediate payment. Farmers were paid online through their bank accounts. An amount of more than Rs 19,084 crore has been paid to the farmers in lieu of paddy purchase in the current Kharif season. Keeping in mind the convenience of farmers and villagers, new paddy procurement centers were started. Paddy procurement arrangements were made in 2 thousand 484 paddy procurement centers this year. Even during the Corona period, agriculture, agriculture and business continued in the state. To keep the economy moving, the government has given special concessions and exemptions to all sectors. This strengthened the rural as well as the urban economy. This is the reason that there was no effect of economic slowdown in the economy of the state as compared to other states. Keeping in view the prosperity of agriculture in the state due to Rajiv Gandhi Kisan Nyay Yojana, the Chhattisgarh government has now expanded the scope of this scheme to include all the major crops of Kharif and Horticulture. Provision has also been made to give a subsidy of Rs 9,000 per acre to the farmers of Kodo, Kutki and Ragi under this scheme. Input subsidy at the rate of Rs 10,000 per acre is being given to farmers who cultivate or plant other crops instead of paddy. This input subsidy will be given to the farmers doing plantation for 3 years. The Suraji Gaon Yojana and Godhan Nyay Yojana of the Government of Chhattisgarh have also strengthened agriculture in the state to a great extent. Due to the Narva development program, the availability of water for irrigation has increased and the area under double and cash crops has increased. The purchase of cow dung under the Godhan Nyay Yojana in Gauthans and the production of compost in large quantities has increased the trend of farmers towards organic farming in the state. The use of vermi compost has reduced the cost of cultivation. It is noteworthy that under the leadership of Mr. Bhupesh Baghel, the state government, working with the focus on the village, poor, farmer, first of all came up with the ‘Rajiv Gandhi Kisan Nyay Yojana’ for the farmers, which has given the farmers a fair price for their cost of produce. Prosperity worked. Then, taking innovative initiatives like buying cow dung, ‘Godhan Nyay Yojana’ was implemented. Under this scheme, cow dung worth more than Rs 122 crore has been purchased so far. Due to which the rural economy got a boost. In this episode, ‘Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana’ has also been started by the Lok Sabha MP Shri Rahul Gandhi on 3rd February 2022. Under the scheme, financial assistance of Rs 6,000 per year will be given to the rural landless agricultural laborer family from the state government. To take advantage of ‘Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana’, 3 lakh 55 thousand beneficiaries have registered so far. As the first installment, about Rs 75 crore was transferred to the landless agricultural laborers in their accounts. This scheme will be helpful in supporting the rural economy, especially the working class. Significantly, agriculture is the backbone of the country’s economy and the pivot of Indian life. Besides providing food security to the country, more than half of the population is directly dependent on agriculture for livelihood. The prosperity and prosperity of the agricultural sector has a favorable effect on other sectors and the economy of the country. Keeping all these things in mind, due to the policy decisions and actions of the government, continuous development is taking place with justice for all sections of the society.
